Difficulty in Properly Setting Dates in Reconciliation Workbench

Users often do not enter the appropriate accounting date or activity date in the Reconciliation Workbench. The end result is "negative encumbrances" showing in Projects-based reports in the wrong year or incorrect amounts recorded by the Encumbrance Accounting process. Detailed instructions on properly using the Reconciliation Workbench with the correct dates were provided at the BOM Regional Workshops. Further, some guidance was distributed on the networks. However, there are plans to distribute additional guidance before year-end.

It has reasonable training and a range of guidance and analytical tools but struggles to fill posts. 7. There is no evidence that the Climate Strategy was directly guiding resource allocation decisions
